Structures refer to the legal and financial vehicles around the rights — ie, collection systems, recoupment terms, audit rights, and local CMOs.

Frameworks refer to the broader market infrastructure — ie, how banks, funds, and regulators recognize and price IP as collateral.

Both exist in mature markets; they’re still being built here.
